CHEAT JUGAL KISHORE ARRESTED FOR RAISING MONEY FROM PUBLIC ON THE PROMISE OF HIGH RETURNS IN THE NAME OF INVESTMENT IN LAND AT DHOLERA.

• HE MISREPRESENTED THAT THE HON’BLE PRIME MINISTER WAS THE “BRAND AMBASSADOR” OF THE PROJECT.

• THERE ARE APPROXIMATELY 150 CASES REGISTERED AGAINST THE ACCUSED PERSONS ACROSS THE COUNTRY (MAXIMUM IN RAJASTHAN).

• TWO ACCUSED, SUBHASH BIJARANIA AND OPENDRA BIJARANIA, WERE ALREADY ARRESTED IN DECEMBER 2024 AND ARE PRESENTLY IN JUDICIAL CUSTODY.

BRIEF FACTS:

A joint complaint was filed by Mrs. Neha Kumari (R/o Karawal Nagar, Delhi-110094) and 97 other complainants against M/s Nexa Evergreen Pvt. Ltd. and its office bearers. It is alleged that accused Jugal Kishore and Vinod Kumar represented themselves as Directors/partners of the company and assured investors that on their investment they would receive assured weekly returns and be allotted plots in Dholera, Ahmadabad, Gujarat. It is further alleged that the accused persons showed videos of the Hon’ble Prime Minister falsely claiming that he was the brand ambassador of the Dholera Project. Since 23.01.2023, the accused persons including Chief Manager Ranveer Singh Bijarania and other office bearers had absconded, their website has been taken down and the investors’ application has been disabled. FIRs on the same pattern have also been registered in Sikar (Rajasthan) and Gwalior (Madhya Pradesh). After enquiry the present FIR No.70/2023 dated 29.09.2023 U/s 409/406/420/120-B IPC & 21(3) r/w Sec 3 of BUDS Act, PS EOW, New Delhi has been registered.

INVESTIGATION:

Investigation has revealed that funds from the public at large were obtained on the pretext of offering fixed high returns through schemes launched by the accused of Nexa Evergreen group. The group operated across the country with its head office at Ahmadabad. Accused Subhash Bijarania and Ranveer Singh Bijarania (residents of Sikar, Rajasthan; Subhash Bijarania is an ex-serviceman of the Indian Army) are directors/office bearers of M/s Nexa Evergreen Pvt. Ltd. and other group entities. They initiated a scheme enticing the public to invest in their township project named “Nexa Evergreen Project” in Dholera, Ahmadabad, Gujarat.

MODUS OPERANDI:

1. The directors conducted Zoom meetings with investors, displaying videos of the Hon’ble PM of India and quoting that Dholera is the dream project of Shri Narendra Modi and that he endorses the project as its brand ambassador.

2. All investors were promised plots in the Dholera project.

3. Investors were offered rewards such as mobile phones, laptops and Royal Enfield motorcycles.

4. The accused company purportedly provided returns on a weekly basis (every Tuesday) at the rate of 3% interest on the total invested amount for each investor.

5. The accused company launched an application on Google Play through which victims were given unique IDs to view their balances and investment details. Before closing operations, the accused deleted/disabled the said application.

During investigation, details of the firms where investors’ funds were deposited were collected. Analysis revealed that amounts from the victims were mainly transferred into the accounts of two firms, Nexa Evergreen Developers Dholera and M/s 9 Oak Developers Dholera. Present accused Jugal Kishore is the authorised signatory and partner in these firms and was managing the Delhi branch office of the group at Vishwas Nagar, Shahdara. Most of victims were government employees. The Nexa group purchased approximately 1,200 bighas of land in the Dholera area of Gujarat. As per information verified from Sub-Registrar Dholera, about 168 acres of land has been identified so far. Investigation has revealed diversion of funds into different companies/firms of the group and misappropriation of the same.

ARREST:

In this case accused Jugal Kishore Sharma S/o Sh Ramji Das R/o Kabool Nagar, Shahdara, Delhi aged 57 years has been arrested. Earlier two accused persons namely Mr. Subhash Chand Bijnoria @ Subhash Chand Bijarania S/o Sh. Nemichand Bijnoria @ Bijarania R/o Village Panlawa, Tehsil-Laxmangarh, District-Sikar, Rajasthan. Aged 45 Years and Mr. Opendra Kumar Bijarania S/o Trilok Chand R/o Panlawa, Laxmangarh, District- Sikar, Rajasthan , aged 47 years were arrested and are in Judicial custody since 17.12.24.

Other Cases

There are approx. 150 other cases registered against the accused persons in this matter across the country. The total scam is estimated to be around 2700 Crore.

DETAILS OF THE ACCUSED AND PROFILE

Jugal Kishore is a priest by profession and also worked as a property dealer in the Vishwas Nagar area of Shahdara, Delhi. He is only 5th-class pass. He came in contact with the main accused Ranveer Bijarania and Subhash Bijarania through Vinod Chaudhary and started working for Ranveer Bijarania. He opened an office in Vishwas Nagar and started collecting funds under the schemes of Nexa Group. He is the authorised signatory in the bank accounts of the firms where funds were collected from victims. He sold his house and left the area and was living with his relatives at the time of his arrest. Further investigation is in progress.

General public are advised to not to fall in the trap of any advertisement for higher returns. Offering higher is not permissible. Always check whether the company or firm is registered with ROC, SEBI, RBI apart from the other due diligence.
