A LIFE CONVICT & FUGITIVE FOR 10 YEARS, ARRESTED FROM GODHRA, GUJARAT BY ARSC, CRIME BRANCH

  • ACCUSED VANISHED AFTER SECURING FOUR WEEKS PAROLE FROM HON’BLE DELHI HIGH COURT IN 2016 ON PRETEXT OF SUPREME COURT APPEAL.
 
INTRODUCTON:
 
A team of ARSC, Crime Branch, led by Inspectors Mangesh Tyagi and Robin Tyagi, under the close supervision of Sh. Sanjay Kumar Nagpal, ACP/ARSC, Crime Branch has successfully apprehended a life convict accused Hasin Hussan @ Hasin Haider r/o Muzaffarnagar, Uttar Pradesh, Age 47 Years, who is involved in a double murder and an attempt to murder case of his 03 neighbours. In this regard a case FIR No. 136/2006 dated 28.03.2006 u/s 302/307/120B/34 IPC & 25/27 Arms Act is registered at PS Welcome, District - North East, Delhi.
BRIEF FACTS:
 
On 27th March, 2006, PCR calls regarding trespass and quarrel and two murders at House No. C-389, Gali No. 11. Janta Colony, Welcome, Delhi were received at PS Welcome, District- North East, Delhi. Thereafter, Police reached the spot and found Pappu (Brother of complainant Md. Imran), Anisha (Mother of complainant Md. Imran) and Heena (Sister of complainant Md. Imran) in an injured condition. They were taken to the GTB Hospital where Pappu and Anisha were declared “brought dead” by the doctors. Heena, who had multiple incised wounds on her neck, was admitted for treatment but was declared unfit for statement. On the complaint of Mohd. Imran, a case vide FIR No. 136/2006 dated 28.03.2006 u/s 302/307/120B/34 IPC & 25/27 Arms Act was registered at PS Welcome, District - North East, Delhi. 
During investigation, it revealed that accused persons namely Hasin Hussan @ Hasin Haider, Naushad (1st), Dilshad, Israr, Ranu @ Prashant, Shamim, ‘I’ (Juvenile) & Naushad (2nd) were neighbours of victim family. In 2006, one girl Shabnam, daughter of accused Shamim and sister of accused Dilshad, Naushad (1st) and ‘I’ (Juvenile) entered into a love marriage to one boy namely Ishrat, brother of complainant Mohd. Imran which was fumed and objected to by accused Shamim and his family. Thereafter, relations of both the neighbours were got strained and several times accused person’s family threatened deceased persons family for dire consequences. On 27.03.2006, taking advantage of the opportunity, all the accused persons forcibly entered the house of the deceased and shot Pappu and Anisha on their heads from contact range with firearms. The accused also attacked Heena with knives.
On 26.07.2013, accused Hasin Hussan @ Hasin Haider, Naushad (1st), Dilshad & Naushad (2nd) were convicted to life imprisonment & fined for Rs. 50,000 by Addl. Sessions Court, Karkadooma, Delhi and accused Ranu @ Prashant, Shamim and Israr were acquitted. On 10.08.2015, appeals of accused Hasin Hussan @ Hasin Haider, Naushad (1st), Dilshad & Naushad (2nd) were dismissed and their sentence was upheld by the double bench of Hon’ble High Court of Delhi. On the appeal of State Government, accused Shamim was also convicted to Life imprisonment by the Hon’ble High Court of Delhi. On 28.12.2016, accused Hasin Hussan @ Hasin Haider was released on parole granted by the Hon’ble High Court of Delhi on the ground of filing appeal before Supreme Court of India and thereafter he vanished from the clutches of law enforcement agencies and never surrendered.  
 
INFORMATION TEAM & OPERATION:
 
A dedicated team of the ARSC/Crime Branch was tasked with tracking parole jumpers involved in heinous crimes. As part of this ongoing mission, HC Mintu Yadav received credible secret information regarding a parole jumper, namely Hasin Hussan @ Hasin Haider. The intelligence revealed that Hasin Hussan @ Hasin Haider, a resident of Muzaffarnagar, Uttar Pradesh had absconded after jumping parole and was currently residing in Godhra, Gujarat. Through advanced technical surveillance and human intelligence inputs, the location of accused was traced. A raiding team led by SI Baljit Suhag comprising ASI Neeraj Kumar, ASI Sanjeev, HC Mintu and HC Sawai from the ARSC, Shakarpur, Crime Branch was constituted to apprehend the accused. Through persistent and painstaking efforts, the team successfully arrested Hasin Hussan @ Hasin Haider from Godhra, Gujarat. 
 
INTERROGATION:
During interrogation he disclosed that after getting parole, the accused left his native place and started his own work of clothes selling by ferrying on local streets. During initial days of abscondence, he went to Assam where he lived for around 3 years. Then he went to Madhya Pradesh and lived there for 3 years. He spent last four years quietly living and working in Gujarat, a final hideout that ultimately proved to be his last. 
 
PROFILE OF ACCUSED:
Accused Hasin Hussan @ Hasin Haider was born at his native place i.e. Muzaffarnagar, Uttar Pradesh. At the time of his arrest in Delhi, he used to work as clothes salesman. He has studied upto 10th class from his native village. He is unmarried and has one brother and three sisters.
