Major Heroin Syndicate Busted : Two Notorious Female Kingpins Arrested; ?5 Crore Worth of Narcotics Seized in High-Impact Operation

  • Two High-Profile Female Drug Suppliers arrested,  One a Notorious ‘Bad Character’ (BC) of Nand Nagri with Deep-Rooted Links to the Heroin Trade and wanted in two NDPS cases of Delhi. 
  • Total 1,049 grams of high purity heroin recovered classified as commercial quantity.
  • One Vehicle used for transportation of the contraband has been seized apart from Cash 22,900/- and two android mobile phones. 
              In a major breakthrough under the flagship initiative ‘Nasha Mukt Bharat Abhiyan (NMBA)’, the Anti-Narcotics Task Force (ANTF) of the Crime Branch, Delhi Police has successfully dismantled a high-value narcotics supply chain operating in East Delhi. The well-coordinated operation resulted in the arrest of two notorious female drug traffickers and the seizure of 1,049 grams of high-grade heroin, estimated to be worth over ?5 crore in the international market.
            Acting swiftly on specific intelligence inputs, a dedicated team of ANTF, led by Inspector Shiv Kumar and functioning under the close supervision of Shri Rajkumar, ACP/ANTF/Zone-II, meticulously tracked and uncovered the activities of a well-organized narcotics syndicate. The syndicate was being spearheaded by Ms. Seema, a habitual and high-profile offender, with active operational support from her close associate/relative Samita.
           Seema’s residence itself had been identified as one of the top 64 high-risk drug trafficking hotspots across Delhi, following detailed intelligence gathering and sustained surveillance efforts. Classified as a key node in the city’s narcotics distribution network, her premises served as both a storage and supply point for illegal substances. The successful crackdown on this critical hotspot forms part of the Delhi Police’s broader, intelligence-driven strategy to systematically dismantle drug syndicates operating in vulnerable and densely populated urban areas.
 
Operation
                           Following sustained intelligence gathering and technical surveillance, actionable input was received to HC Deepak, No. 507/Crime regarding a potential drug peddler in North East region, Delhi. A raiding team comprising ASI Upender No 5293-D, ASI Neeraj, No. 175/East, HC Deepak, No. 507/Crime, HC Mukesh, No. 535/Crime & W/HC Neetu, No. 701/Crime, led by Inspector Shiv Kumar, was deployed.
                         On 22.08.2025, the team conducted a tactical raid near GTB Hospital, Delhi, and successfully intercepted the suspects during a narcotics transaction. Seema and Samita were apprehended while attempting to supply a consignment of heroin in the area of D Block Jhuggi, Nand Nagri. The suspects were traveling on a Blue colour Scooty Activa (Reg. No . DL 5S BM 8860),  which was also seized.
                   Upon compliance with all procedural safeguards under the NDPS Act, a search led to the recovery of:
• 1049 grams of heroin from the possession of Seema and Samita. 
               A case under FIR No. 220/2025 dated 22.08.2025, u/s 21/25/29 of the NDPS Act, has been registered at PS Crime Branch, and further investigation is underway.
 
Modus Operandi
                The syndicate’s operations were well-structured and far-reaching, involving the procurement of high-grade heroin from the Delhi-NCR region, which was then transported and distributed across the North-East Delhi area, with a particular focus on Nand Nagri, a known hotspot for narcotics activity. At the helm of this illicit operation was Seema, who acted as the central coordinator, overseeing both procurement and supply chains. She managed key links within the network, ensuring smooth flow and concealment of contraband. Her associate, Samita, played a crucial role in logistical support and field-level distribution, facilitating the movement and delivery of narcotics to local peddlers and end-users. 
 
Accused Profiles:- 
                  Ms. Seema, aged 54 years and a resident of Nand Nagri, Delhi, is a notorious and long-established figure in Delhi’s narcotics underworld. With a criminal career spanning over 25 years, Seema has built a reputation as one of the most dangerous and persistent drug suppliers in the region. She is involved in criminal activities since year 2000. She has 10 previous cases registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, along with 30 cases under the Excise Act.
          Further amplifying the threat posed by Seema, multiple members of her family including her two sons are also involved in NDPS cases, indicating the depth of her family's entrenchment in the illicit drug trade. Recognizing the serious threat she posed to public safety and law and order, externment proceedings were previously initiated against her by the police, underscoring her status as a repeat and high-risk offender. Seema was also running wanted in following two NDPS cases:
FIR No. 475/25, under Section 21 NDPS Act, PS Nand Nagri
FIR No. 599/25, under Section 21 NDPS Act, PS Shahbad Dairy
        Samita, aged 43 years, resident of  Kasturba Nagar, Shahdara, Delhi, and sister-in-law of Seema, is an active accomplice and co-conspirator in the same drug syndicate. She, too, has a criminal background with three cases under the Excise Act and one case under the NDPS Act registered against her.
