NDMC in its Council Meeting approved the different proposals on Citizen centric and employee related – Kuljeet Singh Chahal

The New Delhi Municipal Council (NDMC), in its Council Meeting held today, approved several major proposals aimed at improving civic infrastructure, enhancing public services, and promoting citizen welfare. The meeting was presided over by Hon’ble Minister, Government of NCT of Delhi, Shri Parvesh Sahib Singh Verma, in the presence of Member of Parliament (New Delhi) Ms. Bansuri Swaraj, NDMC Chairperson Shri Keshav Chandra, Vice Chairman Shri Kuljeet Singh Chahal, NDMC Member & MLA Shri Virender Singh Kadian, and Council Members Smt. Sarita Tomar, Shri D.P.Singh and Shri Anil Valmiki.
 
‘ Seva Parv’:- Before starting a Council Meeting, Shri Chahal informed that it was also discussed in Today’ Council Meeting that NDMC will organize various programme in view of ‘Seva Parv’ to mark the 75th birthday of Hon’ble Prime Minister Shri Narendra Modi Ji on 17th September 2025. The programme will be observed from September 17 to October 2, 2025. He said that Modi Ji has dedicated his entire life to seva (service), samarpan (devotion), and the nation. His life continues to inspire all of us. All the Council Members in precense Shri Parvesh Sahib Singh Verma and Ms. Bansuri Swaraj unanimous supported for the same. 
 
“ Night Food Bazar” in NDMC area - Shri Chahal informed that in today’s Council Meeting, Shri Parvez Verma Ji proposed the setting up of a “Night Food Bazar” at Connaught Place and India Gate. Under this plan, 50–60 food trucks will operate daily 10.30 PM to 1.00 AM, providing a wide variety of food options and enriching the night-time experience for citizens and visitors. 
 
He further added that this concept will be developed on the lines of successful night markets in other parts of the country. For example, Sarafa Bazaar in Indore, Madhya Pradesh, which by day is a jewellery market, transforms into India’s only night street food market in the evening, serving a wide variety of local delicacies late into the night. Similarly, Ahmedabad in Gujarat hosts the famous Law Garden Night Market, offering traditional Gujarati clothing, handicrafts, jewellery, wall hangings, along with a lively array of food stalls and trucks. Another notable example is Manek Chowk in Ahmedabad, which functions as a vegetable market in the morning but turns into a bustling street food hub by late evening, renowned for its kulfi and other popular snacks. All the Council Members supported the proposal and gave their unanimous approval and give the directions to the concerned officers to make the plan and submit in the next council meeting. 
Shri Chahal informed that the following key proposal approved :-
 
1. To curb the pollution in NDMC area : NDMC to implement Mist Spray at 24 more locations
 
A survey has been carried out of all the Avenue Road under the jurisdiction of NDMC and 10 roads have been identified where air pollution and dust particles are found on higher sixde. Accordingly, the provision for installing the Mist Spray has been considered. The total length of these roads is 11883 meters. The estimate has been prepared
 
Under Phase-I roads considered are - Barakhamba Road, Firozshah Road, Sikandra Road, Bhagwan Dass Road, Copernicus Marg, Tilak Marg, Shanker Road, Mandir Marg Road, Dr. Zakir Hussain Marg, Subramanian Bharti Marg etc. Council accorded approval amounting to Rs.7.98 Crore for the work of "Supplying installation testing and commissioning of automatic misting system on 10 roads under Phase-l including operation and maintenance for 1 year".
 
Under Phase-II roads considered are - ShahjahanRoad, PrithiviRaj Road, MotiLalNehru, Man Singh Road, Dr. APJ KalamAbdul Road,Rama Krishna Marg, PeshwaRoad, ShaheedBhagatSingh Marg, Sheikh MujiburRehmanRoad, AshokaRoad, AurobindoMarg, Mother TerecaCrescent, Baba KharakSingh Marg, Bhai Veer Singh Marg. Council accorded approval amounting to Rs.7.31 Crore for the work of Supplying Installation testing and commissioning of automatic misting system on 14 roads in NDMC area under phase-II including 1 year operation and maintenance. 
 
2. EDUCATION - Redevelopment of existing infrastructure, construction of additional classrooms and multipurpose hall at Navyug School, Pandara Park
 
Proposal is for Redevelopment of existing school building, Construction of Multipurpose Hall by demolishing existing hall, Construction of Six new classrooms (2 at each floor) with a new staircase. Work is composite in nature having Civil component as major and Electric, Fire, IT, Horticulture as minor components. 
 
Scope of civil work, Information Technology work in all classrooms and new constructions as per the vision of making a modal school amenities and Fire Safety work is also considered for new as well as existing infrastructure. 
 
Resolved by the Council to accord Administrative Approval and Expenditure Sanction of Rs.11.29 Crore for the work Improvement to Navyug School, Pandara Park. 
 
3. Smart Classes in all Primary NDMC/Navyug schools 
 
Setting up of IFP based Smart class Rooms in all classes from I to V of 45 NDMC/Navyug Schools, which includes supply, installation, commissioning and functioning of Hardware including maintenance and uploading /maintenance of Educational Digital contents, networking, setting up of server, training to teachers, providing IT Assistants-cum-Resource Persons including CCTV setting up and onsite comprehensive warranty for five years
 
Resolved by the Council to award the work at the cost of Rs. 7.83 Crore for Setting up of IFP based 346 smart classes in primary classes of all NDMC/Navyug schools which includes supply, installation, commissioning, functioning of hardware including CCTV cameras set up and integration of Educational Digital Contents and training of teachers. 
 
4. Introduction of Public-Private Partnership for Sports Coaching in NDMC/Navyug Schools and Sports Grounds, and Initiation of tendering/RFP accordingly
 
NDMC had earlier introduced a Public-Private Partnership (PPP) model from 2016 onwards to operationalize structured sports coaching for students and local children through professional agencies. These agencies used NDMC sports infrastructure including Shera Ground, Talkatora Cricket Ground, Shivaji Hockey Stadium, etc., under a revenue-sharing mechanism. This initiative was launched in alignment with the Council's Resolution that approved the use of school playgrounds for community benefit in the evenings. Coaching was provided across disciplines such as Football, Cricket, Hockey. Tennis, Squash, Basketball, and more. Due to COVID-19 and expiry of MoU, the model was discontinued in March 2020. Council resolved that approval is accorded for reintroducing PPP model for structured sports coaching. 
 
5. HEALTH – Procurement of Allopathic Medicines for the Year 2025-26
 
NDMC provides medical care including issue of medicines to NDMC employees, their dependents and General Public from anywhere visiting the hospital free of cost. A sum of Rs. 600 Lakh has been allocated for the year 2024-25 for procurement of Allopathic Medicines. 
 
The Council resolve to approve the proposal of the Medical Services Department for Administrative Approval & Expenditure Sanction of Rs. 700 lakh.
 
6. Hiring, Operation and Maintenance of 02 Nos. Jetting Cum Suction Sewer Cleaning Machines with Water Re-Cycling Technology
 
To engage 02 Nos. Pressure Jetting Cum Sewer Suction Machines with Water Re-Cycling Technology through "Hiring, Operation and Maintenance" for 7 years mounted on 28T GVW Truck Chassis to de-silt the Sewer Manholes/ Lines, thus reducing the frequent blockages/Overflowing of Sewer. These Machines shall Re-cycle the Sewer water sucked into the Machine and use the recycled water for jetting purposes. The system has to be completed mechanized to comply with the directions.
 
Council accorded the Approval amounting to Rs.31.08 Crore for the work of Hiring, Operation and Maintenance of 02 Nos. Jetting Cum Suction Sewer Cleaning Machines with Water Re-Cycling Technology for seven years.
 
7. DEVELOPMENT - Resurfacing through Hot mix and cold mix technology on main roads in jurisdiction of R-1, R-II and R-IV Division
 
Resurfacing of Roads, Lanes & Roundabouts with the following main provisions: Cold Milling, Providing & Applying Tack Coal, Providing and laying Dense Graded Bituminous Mix, Providing & Laying Bituminous Concrete (BC), Providing & Laying Stone Mastic Asphalt Concrete (SMA), Providing & Laying Micro surfacing Type –III, Road Marking with Thermoplastic Paint.
 
 CSIR-CRRI will provide technical guidance to NDMC for road maintenance and quality control over the next five years. For this purpose, the Council has prepared a division-wise action plan. 
 
Council approved an expenditure - In the R-I Division, work will be undertaken on 18 roads—including Atul Grove Road, Jai Singh Road, Bhagwan Das Road, Sikandra Road, Abul Fazal Road, Pandara Road, and Purana Qila Road—at an estimated cost of  Rs.  24.74 crore. In the R-II Division, about Rs.24.20 crore will be spent on 21 roads such as A.P.J. Abdul Kalam Road, Max Mueller Marg, Lodhi Road, Janpath, Aurobindo Marg, Lodhi Estate, Khan Market, Bharti Nagar, Gold Link Colony, and Pandara Road Colony. Similarly, in the R-IV Division, 28 roads—including Sardar Patel Marg, Dharma Marg, Rajdoot Marg, Nyaya Marg, Teen Murti Marg, Africa Avenue, and Vinay Marg—will be upgraded at a cost of  Rs.  26.20 crore. In the CP Division, the major roads and radial roads of Connaught Place—including Inner Circle, Middle Circle, Outer Circle, Radial Roads, Regal Compound Back Lane, and Punchkuian Road—will undergo resurfacing at a cost of  Rs.  10.65 crore.  
 
Shri Chahal said this project will not only improve the quality and durability of road surfaces but also reduce maintenance costs, ensuring a smoother driving experience and improved urban mobility. Mr. Chahal emphasized that this project will elevate the road network of the capital region to international standards of quality and sustainability.
 
8. Construction of Foot Over Bridge in front of Gate No. 5 of Delhi High Court, Sher Shah Road
 
Council resolved to appoint DMRC as PMC on Nomination basis @7% Charges over and above the construction cost of FOB as per DMRC's letter dated 18.07.2025 for construction of FOB, at Gate no. 5 of Delhi High Court Sher Shah Roads.
 
Shri Chahal said that this facility will provide safe and convenient passage for advocates, clients, litigants, and other visitors to the High Court, as well as for pedestrians in the surrounding New Delhi area. The foot over bridge will help reduce traffic congestion, prevent accidents, and ensure smooth pedestrian movement across the busy road.
 
9. ELECTRICITY - Supplying & Laying of LT Cables, Laying of 11KV Cables along with SITC of General Supply Smart Feeder Pillars in Lodhi Colony area
 
Electric Supply of Lodhi Colony Govt Flats are being provided by NDMC and Maintenance of Lodhi Colony Govt Flats with Internal electrification of Flats are being maintained by CPWD. During Summer seasons, it has been observed that Power Outages/Low Voltage/Voltage Fluctuations are occurring in Lodhi Colony Area due to old electrical infrastructure which is not able to meet the present load demand of the area.Resolved by the Council that the approval is accorded for awarding the work of Supplying & Laying of LT Cables, Laying of 11KV Cables along with SITC of General Supply Smart Feeder Pillars in Lodhi Colony area to Firm M/s Leistung System at their quoted amount of Rs. 9.29 Crore.
 
10. Replacement of Faulty 33 KV Power Transformer installed at various Sub-Station of NDMC area
 
Maintenance 33 KV division is maintaining 34 Nos. of 66 & 33 KV Substations with 75 nos. power transformers in the entire NDMC area. Out of these 75 nos. power transformer, 3 Nos. of power transformers are life served/faulty and beyond economical repair. 
 
It has been proposed to replace the life served/faulty 33 KV Power Transformers installed at ESS Vidyut Bhawan(old), ESS Hanuman Road and ESS Shahjahan Road. Resolved by council amounting to Rs.13.20 Crore for the work of Replacement of Faulty 33 KV Power Transformer installed at various Sub-Station of NDMC area.
 
11. Appointment of Advanced Metering infrastructure (AMI) Service Provider for Smart System Metering in NDMC, NCT of Delhi, India on Design Build Finance Own Operate and Transfer (DBFOOT) basis
 
Ministry of Power, GOI has launched the RDSS Scheme (Revamped Distribution Sector Scheme) for the strengthening of Distribution Network of DISCOMs in various states.NDMC confirmed its participation in the RDSS scheme through PFC, the Nodal Agency of Ministry of Power for RDSS Scheme.NDMC DPR amended by PFC for Phase-I amounting to Rs. 332.18 Cr. was approved by Ministry of Power, Govt. of India.
One of the sub-scheme under RDSS is "Appointment of Advanced Metering Infrastructure (AMI) Service Provider for Smart System Metering In NDMC, NCT of Delhi, India on Design Build Finance Own Operate and Transfer (DBFOOT) basis.
Resolved by the Council for Revised Expenditure Sanction (E/S) for implementation of smart metering works (DT and Feeder Metering) amounting to Rs. 25.69 Crore.
 
12. EMPLOYEE WELFARE - Improvement to Balmiki Sadan Housing Complex, Mandir Marg
 
Improvement by strengthening of tilting balconies, ceramic glazed wall and floor tiles in flats, staircases and overhead RCC tanks, replacement of existing windows with aluminium windows, laying vacuum dewatering CC pavement after replacement of sewerage and drainage lines and hand rails in the staircases at BalmikiSadan Housing Complex, Mandir Marg were considered.
 
Council accorded approval and Expenditure Sanction for amounting to Rs. 7.77 Crore for the work of Improvement to Balmiki Sadan Housing Complex, Mandir Marg. 
 
13. PROMOTION OF ART & CULTURE - Proposal for setup of installations related to All streams of visual Arts like exquisite Sculptures, Painting, Art Installations, Graphics and Digital Arts in the NDMC Area And Preparation of Annual Cultural Calendar of activities and its execution
 
It is widely recognized that organization of Art and Cultural activities and setup of installations related to All streams of visual Arts like exquisite Sculptures, Painting, Art installations, Graphics and Digital Arts not only give the value addition to its brand name but also have the power to transform urban environments-creating visually appealing spaces, fostering community pride, and promoting cultural enrichment.
 
Resolved by the Council for approval for organization of Art and Cultural activities and setup of installations related to All streams of visual Arts like exquisite Sculptures, Painting, Art installations, Graphics and Digital Arts in designated areas of New Delhi with the aim of enhancing aesthetic appeal, promoting cultural expression and engaging theConstitution of a high-level Committee under the Chairmanship of Sh. Harsh Vardhan Sharma, Consultant (Art & Culture), NDMC to recommend and oversee installation of sculptures and to provide Honorarium and other facilities.
 
14. TO CURB THE WATER LOGGING SOLUTION - Improvement to Drainage System - Desilting of RCC covered Kushak Nallah and Ring Road Nallah under jurisdiction of R-III Division
 
During the last monsoon season heavy rain took place on 26.08.2024, 31.07.2024 and 28.08.2024 due to excessive rain fall, Kushak Nallah at INA overflows due to which back flow occurred at AIIMS roundabout, West Kidwai Nagar, Sarojini Nagar, BHS Road and Africa Avenue underpass and water logging occurs in the almost area of R-III division. Maximum portion of Kushak Nallah under jurisdiction of R-III Division NDMC is from Ram Leela Ground at Pillangi Village to INA Dilli Haat, Ring Road Nallah entering in the jurisdiction of NDMC at Palika Bhawan and passing below Shaheed Sudhir Tyagi Marg to Nauroji Nagar and again entering from DRDO Plot at Raj Nagar to Dilli Haat. 
 
The proposal is comprising of the following major Items:
1. De-silting of Sewer/drain Arch Barrel /RCC covered Nallah and taking out of debris, silt, malba, rubbish, sludge etc. completely from brick arch barrel/drain having width more than 5.00 meter.
2. Robotic Silt Level Acoustic Profiling technology for pre- De-silting Estimation through Work by Online Sewer / drains Inspection of 7.00 meter or more drainage / sewer barrel.
Resolved by the Council to Administrative approval & expenditure sanction of Rs. 13.10 Crore for the work "Improvement to Drainage System. 
 
15. STRENGTHENING OF E-GOVERNANCE AND M-GOVERNANCE - Development of various online citizen centric applications for NDMC
Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N) is an Autonomous Scientific Society, Government of India to undertake technology development & management, research & development in the area of geo-spatial technology.
NDMC has taken several IT based initiatives for strengthening of e-Governance and m-Governance to improve efficiency and effectiveness in providing civic services. These also lead to more equitable, non-discretionary and transparent processes. Council accorded approval of Rs.17.70 Crore and Signing of MOU with BISAG-N for Design, Development & Maintenance for period of five years of various online services.
