One desperate accused namely Duli Chand has been apprehended in Rape Case of four year old girl in case FIR No 165/1996, U/s 365/366/376 IPC, PS Trilokpuri, Delhi.

Accused was furlough jumper who had been granted two weeks furlough from Tihar Jail Authority on 06.11.2023 since then he was absconding.

Accused was found secretly living at kada road, durgapur, west bengal since last one and half years, changing his identity as one Santosh Mistri.

Team of ER-II, Crime Branch re-captured One Duli Chand S/o Kali Charan R/o

Village Kilawa, PS Panwadi, Distt Mahoba Uttar-Pradesh Age-49 yrs a wanted furlough jumper in rape case of 4 years old girl of PS Trilok Puri (in which he awarded life time rigorous imprisonment) and secretly living at Kada Road, Durgapur, West Bengal since last one and half years changing his identity as one Santosh Mistri. He has been arrested and again lodged in Tihar Jail.

Brief of incident :-

FIR No. 165/1996, U/s-365/366/376 IPC, was registered at PS Trilokpuri, Delhi against kidnapping of one four year old girl. Subsequently she was raped. One accused Dulichand was arrested in above mentioned case as he raped four years old victim after kidnapping. During trial he was convicted for life time rigorous imprisonment along with fine. He was serving sentence in Tihar Jail no 2. In November 2023 he got furlough for two weeks from Tihar jail authority but did not surrender on time and since then he was absconding.

Team & Operation :-

To trace the whereabouts of the accused, the ER-II, Crime Branch team used advanced technical surveillance tools, which indicated movements of accused in Durgapur, West Bengal. Consequently, technical surveillance was intensified. On technical analysis, it was confirmed that accused is living at Kada Road, Durgapur, West Bengal. SI Inderveer Singh sincerely made efforts and collected all details of the accused. Accordingly, a dedicated team of SI Inderveer, ASI Ashwani and ASI Somnath was constituted under Insp Umesh Rana, on the directions of senior officer Yashpal Singh, ACP/ER-II, Crime Branch and under the overall supervision of the undersigned and sent to Durgapur, West Bengal. Thereafter, team identified that accused living at Kada road Durgapur on a fictitious name i.e. Santosh Mistri and working as a Raj mistri there. With the keen focus and dedication, the team, showing a great outcome of team work and nabbed the accused person from a rented accommodation situated at Kada Road, Durgapur West Bengal. He has been arrested and re-lodged in Tihar Jail.

Accused Duli Chand s/o Kali Charan r/o Village Kilawa, Ps Panwadi, Distt Mahoba UP Age -49Years has studied up to class 8th. He is un-married and has two brothers. He was presently living at Kada Road, Durgapur, West Bengal on a fictitious name Santosh Mistri on a rented accommodation since last one and half years. Where he worked as a Raj Mistri and was hiding his true identity. He has no previous involvement.
