CHAIN SNATCHING CASE OF AN HON’BLE MEMBER OF PARLIAMENT IN NEW DELHI DISTRICT SWIFTLY SOLVED

Key Highlights:

1. Accused traced and apprehended, based on thorough analysis of CCTV footage, local intelligence inputs, and technical surveillance; 

2. Accused committed the offence using a stolen Suzuki Access scooty;

3. Snatched gold chain, weighing 30.90 grams, was recovered from his possession;

4. The accused is a habitual criminal with 26 previous involvements in various criminal cases; was recently released from jail on 27.06.2025.

 

In a joint operation conducted by the Delhi Police team of Zone-II (Team of Anti Auto Theft Squad, South Distt, Operation team of South West and New Delhi District) the chain snatching case of Hon’ble Member of Parliament committed in area of Chanakya Puri on 04/08/2025 has been worked out. The accused Sohan Rawat @Sonu @Buggu Age-24 Years S/o Daulat Ram @ Deewan Singh has been arrested and the snatched chain has been recovered at his instance from his possession. The accused has been arrested in the same outfit which he was wearing at time of committing the offence. The accused had recently been released from jail. This swift, systematic and coordinated operation underscores the efficiency and seamless synchronization between various units of the Delhi Police and the impact of smart surveillance infrastructure under the Safe City Project.

The Delhi Police reaffirms its commitment to ensuring safety for all citizens and dealing with crimes against women and public representatives with utmost seriousness.

Incident Overview:

In the morning of August 4, 2025, at approximately 6:15 AM, a chain-snatching incident with Hon’ble MP was reported at Chanakya Puri, New Delhi. While out for her routine morning walk, an individual on a scooty, wearing a full-face helmet, approached from the opposite direction and snatched a gold chain from her neck. The accused fled the scene immediately. An FIR (No. 88/2025) was registered at Police Station Chanakya Puri under Section 304(2) of Bharatiya Nyaya Sanhita, 2023.

Keeping in with the gravity of the offence, several teams from Delhi police started working on it. The CCTV Cameras installed under ‘Nirbhaya Scheme’, an initiative of Ministry of Home Affairs (MHA), help tremendously in identifying and tracking the accused. These CCTV cameras have previously also helped in identification of criminals involved in other criminal cases. Taking help of the CCTVs installed in various parts near the place of incident, the route taken by the culprit was identified and a footage of the snatcher with scooty used was retrieved. By trailing movement of the snatcher, vital leads could be found. 

Team and Operation:- 

AATS South District led by Insp. Umesh Yadav & under the supervision of Sh. Arvind Kumar ACP/OPS South comprising staff SI Navdeep No D-6139, HC Kamal Prakash No. 3018/SD, HC Brijesh No 1562/SD, HC Arvind No 1327/SD, HC Krishan Kumar No 369/SD, CT Kana Ram No 1959/SD, CT Devendra No 1612/SD, CT Arvind No 3612/SD  was constituted to work on the case.    

 Team of PS R K Puram led by Inspector Ravinder Kumar Tyagi (SHO RK Puram), SI Ashok Kumar Meena No. D-5301, ASI Jawahar Singh No. 722/SW, and teams of Special Staff/SW headed by Inspr. Vijay Baliyan comprising SI Vikram, ASI Manoj, HCs Sanjay, Sumer, Cts Mahavir & Suraj and Anti Snatching Cell led by Inspector Hari Singh no. D-4227 comprising SI Kamalkant no. D-6900, HC Narender 226/SW, HC Anil 1114/SW, HC Shisram 2504/SW, HC Dalip 2393/SW, HC Rajkumar 947/SW, HC Mukesh 2068/SW, Ct Sunny 1770/SW and Ct Bablu 1621/SW, Insp Balihar, SHO Chankyapuri, Insp Nafe Singh, SI Suraj Bhan SI Manoj and SI Asish, all  of New Delhi District did excellent work in tracking the movement of the alleged accused. 

 

The movement was further tracked and it reached till Ashram Chowk Mathura Road. Local intelligence was also developed and sources were deployed to identify the snatcher on basis of image of snatcher captured through CCTV footage. 

Technical surveillance was mounted and dossiers of the active criminals were shortlisted and the details of the criminals recently released on bail were also shortlisted for verification.  

The dedicated and systematic efforts of the team bore the fruits when in the morning of 6 August, 2025 specific input was received about the moment of the criminal near Pushpa Bhawan on BRT Corridor to dispose of the gold chain, on basis of which, a trap was laid. One person riding a scooty was apprehended, whose identity was revealed as Sohan Rawat @Sonu @Buggu Age-24 Years S/o Daulat Ram @ Deewan Singh. He was wearing the same outfit, which he was wearing at time of committing the chain snatching. He was thoroughly interrogated. He confessed his involvement and he has been arrested under appropriate section of law. The recovered scooty was found to be stolen form area of Pul Prahalad Pur. Subsequently, 4 mobile phones and another scooty stolen from Nizamuddin area have been recovered on his instance. The three phones have been linked with cases of Sunlight Colony, Defence Colony and Hauz Khas.  One phone is yet to be linked. 

It is pertinent to mention that due to high visibility, patrolling of police and network of CCTV cameras in New Delhi District, there is substantial decline to the extent of 48% in PCR calls related to snatching incidents and there is 83% detection in snatching cases. The south District witness a decline of 20% in snatching related PCR calls whereas the detection rate is 65%.

ii. One stolen Scooty Suzuki-Access used in committing snatching having Registration No. DL-3SFG-2256(Stolen vide FIR No. 19688/2025 dated 17.07.2025 u/s 305B BNS Police Station Pul-Prahladpur, Delhi). 

iii. Four Mobile Phones: Vivo-Y29, Nord-04, OPPO A3X & Vivo. 

iv. Cloths, helmet & slippers worn at the time of committing the snatching. 

v. One TVS Ntroq Scooty stolen Scooty without Number plate connected to FIR No. 19539/25 u/s 305(B) BNS Police Station Hazrat Nizamuddin, registered number revealed as DL-3SES-9735.

Profile of accused:- 

Accused Sonu @ Buggu has studied upto class 8th and he is married and  separated from his wife about a year back. Now he has been at new address. His family resides in Chirag Delhi. He used work as a salesman and then indulged in criminal activities. Due to his criminal activities, his family has disowned him around 4 years back. He has a habit of changing his address after his arrest and he used to shift to a new rented accommodation to a new locality to avoid the surveillance. Previously he had resided in rented accommodation in Sangam Vihar, Chirag Delhi, Dakshin Puri, and near Nehru place flyover. Previously, he was arrested on 16/04/2025 for the offence of committing motor vehicle theft in the PS Ambedkar Nagar, South District. 

The P.S. Chanakya Puri has been informed about the arrest. Further investigation is in progress. Keeping in view the high number of cases in which the accused is involved, possibility of his involvement in organized crime is also being explored.
