ONE ABSCONDING DESPERATE CRIMINAL WANTED IN TWO SENSATIONAL CASES OF ABDUCTION FOR RANSOM AND ROBBERY OF PS IGI AIRPORT AND PS JANAKPURI ARRESTED BY WR-II, CRIME BRANCH.

ACCUSED HAD TAKEN RANSOM OF RS.1,30,000/- THROUGH 0.33 BITCOINS AND TRANSFER OF RS.19,500/- THROUGH PAYTM.
ACCUSED IS A MEMBER OF DREADED PAPLA-MAHAKAL GANG OF RAJASTHAN.
ACCUSED HAS BEEN DECLARED PROCLAIMED OFFENDER BY COURT IN CASE OF PS IGI AIRPORT AND PS JANAKPURI.
ACCUSED IS PREVIOUSLY INVOLVED IN VARIOUS HEINOUS CASES OF DELHI, RAJASTHAN AND HARYANA.

INTRODUCTION:

The team of WR-II/Crime Branch has arrested one desperate fugitive criminal who was wanted in a sensational abduction and robbery of a businessman at IGI Airport and another similar case of PS Janakpuri, Delhi. The Criminal has been identified as Maninder @ Monu @ Rahul S/o Dharmbir Singh R/o Tehsil Kosli, Rewari, Haryana Age 31 years.

He had been declared Proclaimed Offender by the Hon’ble court of Ms. Neha, ASJ, Patiala House Court, New Delhi, in FIR No. 360/23, dated 20.06.23 u/s 364/394/34 IPC, PS IGI Airport vide order dated 09.09.24.

He was also declared Proclaimed Offender in FIR No. 523/2018, u/s 364A/120B/34 IPC, PS Janakpuri, Delhi by the Hon’ble court of Sh. R.L. Meena, ASJ, South West District, Dwarka Court vide order dated 04.05.2023. The accused was evading arrest and court proceedings and he was working at a Company in Tappukhera as security person to hoodwink his criminal activities.

BRIEF FACTS OF THE INCIDENT:

The Case FIR No. 360/23, dated 20.06.23 u/s 364/394/34 IPC, PS IGI Airport, Delhi was registered on the complaint of Avinsah Jain r/o Jaipur, who alleged that one Hemant had lured him to transfer 30 Lacs in lieu of cash and he would get some commission in this deal. On 19.06.23, he came to IGI Airport where he was abducted by Maninder @ Hemant, Aman Kumar, Abhishek Kumar and Anupam @ Anup. The accused robbed the victim of cash, mobile phones, debit cards etc.

During investigation, the accused persons namely Maninder @ Monu and Aman Kumarwere arrested by Local Police and accused Abhishek Kumar and Anupam @ Anup were declared Proclaimed offenders by the Hon’ble court. Accused Maninder @ Monu was released on bail and he evaded court proceedings and subsequently declared Proclaimed Offender.

In FIR No. 523/2018, u/s 364A/120B/34 IPC, PS Janakpuri, Delhi complainant had come in touch with co-accused Rahul through present accused and on the date of incident, co-accused Rahul had asked the complainant to meet him at Dabri with regard to sale and purchase of bit coins. Complainant had gone there along with his friend Kunwar Singh Ahluwalia where they had met co-accused Rahul in Swift Dzire Car.

After some time, complainant was made to sit in the car and thereafter, he was taken to some other place and on the way, a pistol was also pointed at him. Co-accused Rahul was accompanied by two more persons in the car one of being Maninder @ Monu. It is further submitted that ransom of Rs. 1,30,000/- through 0.33 bit coins and transfer of Rs. 19,500/- through Paytm was paid by Kunwar Singh Ahluwalia, friend of complainant into the account of co-accused Rahul.

INFORMATION, TEAM & OPERATION:

On 29/07/2025, a secret information was received to HC Pawan Kumar that one fugitive criminal namely Maninder @ Monu, an absconding criminal wanted in a robbery/abduction case and who has also been declared Proclaimed Offender in this case of PS IGI Airport, is hiding at Bhiwadi, Rajasthan. HC Ravinder Singh was tasked to locate the movement of the accused. The accused had disguised himself as a security person in Honda Company and he was changing his location frequently.

A team of Insp Pawan Singh, comprising of SI Kuldeep, HC Pawan Kumar, HC Pawan Hooda and Ct Manoj under the close supervision of Sh. Rajpal Dabas, ACP/WR-II was constituted by Sh. Harsh Indora, IPS, DCP/Crime Branch to nab the criminal. Team members SI Anuj Chhikara and HC Ravinder Singh mounted technical surveillance and zeroed the location of the accused. Accordingly, a trap was laid by the team at Bhiwadi, Rajasthan and accused was apprehended.

PROFILE OF ACCUSED:

Accused Maninder @ Monu was born in the year 1993 at his native Tehsil Kosli, Rewari, Haryana. He did schooling from Calcatta and did engineering from a College, Mahendergarh. He has one older brother. While pursuing for Govt. Jobs in Gurugram, Haryana, he came in touch with one Vicky Rohilla @ Vicky Gudha who was involved in criminal activities.

In 2018, accused Maninder @ Monu and his co-accused Anupam @ Anup along with Vicky Rohilla among others were arrested in case of abduction and robbery in the area of PS Jaipur Sadar, Rajasthan. In this case, one Bhawani Singh @ Roni Rajput who was a member of Lawrence Bishnoi-Rohit Godara Gang was also arrested. Bhawani Singh @ Roni Rajput was main accused in the last year murder of Karni Sena Chief Ghogha Mandi.

In connection with this murder, NIA had questioned Anupam @ Anup in 2023. Later the accused Maninder @ Monu and Anupam @ Anup came in contact with Papla-Mahakal Gang. He started working for Sudhir Mota and Kuldeep Doctor members of Papla-Mahakal Gang. They had taken liquor shops of a circle and Anupam @ Anup used to supply liquor from main godown to small shops. But due to payment dispute, they fell apart and he tried to eliminate Sudhir Mota, in this regard, Anupam was arrested.

INTERROGATION AND DISCLOSURE:

During the course of interrogation, accused confessed his involvement in the abduction and robbery case of Avinash jain. He disclosed that he and co-accused Anupam had lured Avinash Jain to deal in crypto currency and told Avinash Jain to come at IGI Airport, where the accused persons abducted and robbed the victim.

In 2018, accused Maninder @ Monu along with Rahul, Mintu, Pawan, Manjeet, Sonu and Ravi Tiwari had lured the Complainant to area of Janakpuri where they had met co-accused Rahul in Swift Dzire Car. They abducted the complainant and a ransom of Rs.1,30,000/- through 0.33 bit coins and transfer of Rs.19,500/- through Paytm was paid by a friend of complainant into the account of co-accused Rahul.
