INTRODUCTION:
 
In a significant breakthrough, the Anti-Gangs Squad of the Crime Branch, Delhi Police has successfully busted a large-scale illegal arms manufacturing and supply racket. The accused individuals were found to be actively involved in the production and distribution of sophisticated country-made firearms.
During the investigation, it was revealed that a large number of single-shot pistols had been manufactured and supplied over the past two years to criminals operating in Delhi and the NCR region.
A huge cache of illegal firearms, including country-made pistols (desi katta), rifles, and various tools and instruments used for manufacturing firearms, has been recovered from the possession of the accused.
This successful operation has dealt a significant blow to the illegal arms supply chain feeding criminal networks in and around Delhi.
 
 
INFORMATION TEAM & OPERATION:
                In a significant operation, the Anti-Gangs Squad (AGS) of the Crime Branch, Delhi Police, has arrested a key player in the illegal arms supply chain active in Delhi and the National Capital Region (NCR). The accused, Bilal Khan @ Billa, was identified as a major manufacturer and supplier of country-made firearms to several criminal gangs and extortionists in the region.
BACKGROUND AND LEAD-UP TO ARREST:
The AGS team has been consistently working to crack down on desperate criminals, gangsters, and extortionists operating across Delhi and NCR. A core strategy in this initiative is targeting the sources of illegal weapon supply, which fuel these criminal networks.
During the investigation of FIR No. 142/2025, registered at PS Crime Branch, the name of Bilal surfaced as a primary source of illegal firearms being distributed among gang members. Further investigation in FIR No. 56/2025 led to the busting of an illegal arms factory, reportedly owned and operated by Bilal in Rajasthan. However, the accused had managed to flee before he could be apprehended.
STRATEGIC OPERATION AND ARREST:
To dismantle the illegal arms network and apprehend Bilal, sources were deployed and specific intelligence was developed. On the intervening night of 27/28.07.2025, ASI Narender and HC Dharamraj received credible information about a planned delivery of arms by Bilal in the Bamnoli area of Dwarka.
Understanding the sensitivity of the case, a specialized raiding team was constituted by DCP/Crime Branch, Sh. Harsh Indora, IPS under the leadership of Inspectors Krishan Kumar and Manjeet, and the close supervision of ACP Bhagwati Prasad. The team included SI Agam, SI Brij Lal, SI Mukesh, ASI Mintu, ASI Narender, ASI Surender, HC Tariq, HC Anoop, HC Deepak, HC Vinod, and HC Dharamraj.
A trap was laid at Bijwasan-Bamnoli Road, and the accused Bilal was apprehended while in possession of 8 single-shot pistols and a scooty, which was later found to be stolen (e-FIR No. 13128/2025 u/s 305(b) BNS, PS Palam Village).
Subsequently, FIR No. 190/2025, dated 28.07.2025, was registered under Section 25 of the Arms Act at PS Crime Branch. A 4-day police custody remand of the accused was obtained to further probe the network.
ARMS FACTORY RAIDED IN RAJASTHAN:
During interrogation, Bilal led the team to Bhima Pahari, Dheeg, Bharatpur (Rajasthan). On 30.07.2025, a raid was conducted at his disclosed location, resulting in the recovery of:
• 2 single-shot pistols
• 1 semi-prepared single-shot pistol
• 3 parts of a semi-prepared rifle
• Multiple tools and instruments used in arms manufacturing, including:
Grinder machine, hammer, iron plates, metal files (Retti), wire cutter, chisels, screwdriver, iron body plates, barrels, screws, bench vise, reg mark, steel wires, and 16 components used for assembling illegal firearms.
ARREST OF SUPPLIER AND NETWORK LINKAGE:
Following the recovery, Bilal further disclosed the name of one of his suppliers, Sahil (25 years), s/o Islam, r/o Village Malhaka, PS Pahari, District Deeg, Rajasthan. A separate operation led to Sahil's arrest, and two single-shot pistols were recovered from his possession.
Earlier, in FIR No. 142/2025, four individuals — Ravinder, Mustaq, Pawan, and Rahish — were arrested, each found in possession of a single-shot pistol. Investigation confirmed that these weapons were manufactured and supplied by Bilal to accused Rahish, who then distributed them among his gang members.
IMPACT:
This operation marks a major success for the AGS Crime Branch, as it not only led to the arrest of a key arms supplier but also disrupted a major illegal arms manufacturing and distribution network. The timely development of intelligence and swift action by the team has potentially averted several violent crimes and dealt a significant blow to gang activity in Delhi and NCR.
INTERROGATION AND PROFILE OF ACCUSED PERSONS:
 
ACCUSED BILAL:
1. The accused, Bilal Khan @ Billa s/o Rafiq Khan, aged 22 years, disclosed that he was born in Village Kithol. He studied up to Class 5th in his native village. Currently, he is engaged in running a furniture business with his brother Asgar, who has a previous record of involvement in arms supply and was arrested by the Special Cell in 2020 with illegal arms consignment.
Bilal confessed that he was in search of easy money and became aware of the increasing demand for illegal weapons in the Mewat region. In early 2017, he learned the art of manufacturing illegal weapons from his uncle, who was running a small-scale arms manufacturing unit. Following his uncle’s demise in 2018, Bilal took over the knowledge and began manufacturing single-shot pistols himself.
Initially, he produced and supplied these weapons based on demand through known contacts. With the growing demand, particularly in the Bharatpur-Mewat area, Bilal gained notoriety and became a prominent figure in the illegal arms trade. Eventually, he established a network for large-scale distribution of illicit arms.
Later, he expanded his operations by procuring illegal weapons from other local manufacturers and supplying them to criminals and gangsters, primarily in Delhi and the NCR region. The weapons were routed through his established network of contacts.
Accused is previously involved in Case FIR NO 248/2022 u/s 25 Arms Act PS Firojpur Jhirka Haryana.
ACCUSED SAHIL:
2. The accused, Sahil, aged 25 years, s/o Islam, is a native of Village Malika. He studied up to Class 12th in his village. Sahil comes from a large family with three brothers and six sisters, all of whom are married.
Sahil began abusing Corex (a cough syrup with narcotic effects), and under the influence of this addiction, he gradually became involved in criminal activities. In 2023, he was previously involved in a cheating case related to fraudulent transactions on OLX, an online marketplace.
Subsequently, Sahil came into contact with Bilal, a known arms manufacturer and supplier. Together, they formed a syndicate operating in the Deegh Pahari area of Bharatpur (Rajasthan), focused on the illegal sale and purchase of firearms.
Sahil’s primary role in the operation was to identify and connect with potential buyers of illegal weapons. 
Through this coordinated effort, Sahil contributed significantly to the illegal arms supply chain operating in Rajasthan, Delhi, and the NCR region.
