INTERSTATE ARMS & FICN SMUGGLING CARTEL DISMANTLED BY TRANS YAMUNA RANGE/SPECIAL CELL.

• FIVE KEY OPERATIVES OF CARTEL ARRESTED INCLUDING KINGPIN AND ONE LADY TRAFFICKER. 
• 10 SEMI-AUTOMATIC PISTOLS AND 68 LIVE CARTRIDGES RECOVERED.

• THREE CAR SEIZED, INCLUDING ONE BLUET-PROOF SUV SCORPIO
A dedicated team of Special Cell, Trans Yamuna Range, Delhi Police, led by Inspectors Rahul Kumar and Vineet Kumar Tewatia, under the close supervision of ACP Sh. Kailash Singh Bisht has successfully dismantled an interstate network involved in supplying of illegal arms, ammunition from Madhya Pradesh & FICN from Siwan, Biahr in Delhi & NCR.  Total five key operatives of network including kingpin were arrested and huge haul of illegal arms, ammunition and FICN recovered from their possession.
1. Ravi Thakur r/o Mathura, Uttar Pradesh (Age 35 years)
2. Yogesh Phogat r/o Gurugram, Haryana (Age 28 years)
3. Kuldeep @ Chhotu r/o Sonipat, Haryana (Age 33 years)
4. Meera r/o Mathura, Uttar Pradesh (Age 27 years)
5. Samsu Khan @ Rehan r/o Firozabad, Uttar Pradesh (Age 27 years)
The apprehension of these arms & FICN traffickers marks a major breakthrough in efforts of Special Cell to disrupt and dismantle organized crime syndicates involved in illegal arms & FICN trafficking. 
 
 
Recovery: 
• 10 Semi - automatic pistols 
• 54 live cartridges of .32 bore
• 10 live cartridges of .315 bore
• 4 live cartridges of 9 mm
• 4,10,000 ? fake currency of 500 denomination 
• Three cars including one bullet proof SUV (Scorpio).
• Mobile phones containing incriminating social media chats. 
 
Information and Operation:
 
In view of the use of illegal firearms in various crimes in Delhi and adjoining states, Special Cell of Delhi Police has been working round-the-clock to thwart the nefarious designs of such anti-social elements. The persistent efforts made by the TYR team paid off when on 06.07.2025, acting ON A specific input one arm trafficker namely Ravi Thakur resident of Mathura, Uttar Pradesh was apprehended and 05 illicit sophisticated semi-automatic pistols of .32 bore & 10 live cartridges was recovered from his possession. 
 
Further arrest and recovery:
 
On the instance of accused Ravi Thakur, receiver of arms namely Yogesh Phogat was arrested from Gurugram. Yogesh Phogat had transferred money for purchasing of illegal weapons in the account of handler. On the instance of Yogesh Phogat, one illegal pistol was also recovered from his car. 
On the instance of accused Yogesh Phogat, next receiver of arms namely Kuldeep @ Chhotu was arrested. Kuldeep @ Chhotu had purchased pistols from Yogesh Phogat and further supplied to the local criminals of Delhi and Haryana. On the instance of Kuldeep @ Chhotu, one illegal pistol & 35 live cartridges was also recovered from his car. On checking of car (Scorpio) it was found to be bullet proof. 
On 24.07.2025, another arms trafficker of cartel namely Meera w/o Mukesh was arrested and on her instance from her residence at Mathura 5 live cartridges of .32 bore were recovered.
On 25.07.2025, on instance of accused Meera mastermind of cartel namely Samsu @ Rehan R/o Firozabad, UP was also arrested with assistance of local police of Distt Firozabad. During search of his residence 3 semi-automatic pistols of .32 bore, 10 live cartridges of .315 bore, 4 live cartridges of 9 mm, 4 live cartridges of .32 and a total of 4,10,000 Indian fake currency Notes were recovered. 
 
The cartel utilized coded messaging on social media platform to coordinate procurement of illegal weapons and ammunition from Madhya Pradesh and distribution in Delhi, Haryana, and Punjab. Each layer of the network i.e., supplier, intermediary and local distributor earned substantial commissions on delivery per weapon.
 
Background and Profile of Accused Persons:
 
1. Ravi Thakur:
 
Arrested accused Ravi Thakur born and brought up in Mathura, Uttar Pradesh and studied up to 12th standard in Govt. School. He belongs to a middle-class family. After leaving his studies, he learned driving and start plying auto in local. Meantime, he came in contact with his handlers, who told him that they deal in supply of sophisticated illegal weapons from Madhya Pradesh to Delhi, Haryana and Punjab.  To earn easy money, Ravi Thakur started supplying of illegal arms on the direction of his handlers.  From smuggling and supplying of illegal arms, Ravi Thakur was earning Rs. 5000/- per piece. 
 
2. Yogesh Phogat:   
 
Arrested accused Yogesh Phogat was born and brought up at Prem Nagar, Kirari, Delhi and studied up to 12th standard. In the year 2023, he went to jail with his friends in an attempt to murder case. He had enmity with many people in the area. After coming out of jail he arranged a pistol from a person from Etah, Uttar Pradesh through his friend. Meanwhile, he got acquainted with Samsu Khan, who deals in arms through social media. He started buying pistols from handler of Ravi Thakur and started selling them to his known other local criminals. Mastermind of cartel (Samsu Khan) used to send his men to the address given by Yogesh Phogat to deliver the pistols. Many times, he used to give cash to the person who would deliver the pistols or transfer the payment in Samsu Khan bank account. He purchased pistol for Rs. 35000/- 40,000/- per piece and sell to his acquaintances at higher prices.

3. Kuldeep @ Chhotu:
 
  Arrested accused Kuldeep @ Chhotu was born and brought up at Gohana, Haryana. He did his schooling from local School up to 12th standard. In 2013 his uncle, who was a cable operator in the area of Gohana, Sonipat was murdered by Monu along with his associates due to financial dispute.  To avenge his uncle's death, his elder brother murdered Monu's friend and arrested in the case. In 2014, Kuldeep selected for ‘D’ group services of Indian Railways and joined at Ambala Cantt. In 2019 he got married & have three children from wedlock. In 2019-20, a quarrel took place between him & one Narwal, due financial. A case was registered on this incident at PS Gohana, Sonipat, Haryana. After this incident, he did not join his duty and remained absent since 2022 and living at his native place.  During stay in native village, he came in contact with bad elements of the area and started supplying illegal arms to Rahul Baba gang & others after procuring from Yogesh Phogat & others. In 2022, he purchased a Scorpio Car and modified it in bullet proof. In January 2023, he was caught two times during supplying of illegal arms at Murthal & Gohana, Sonipat, Haryana.  After releasing from jail, he again indulged in the smuggling of fire arms.

4. Meera: 
Arrested accused Meera was born and brought up at Mathura, Uttar Pradesh. She was married to Mukesh in 2014. Due to matrimonial dispute, she lives separate from her husband. Meanwhile, she came in contact with Samsu Khan @ Rehan and started smuggling of weapons from Madhya Pradesh and started supplying in Mumbai, Haryana, Punjab and Delhi on the direction of Samsu Khan.    
 
5. Samsu Khan: 
 
Arrested accused Samsu Khan @ Rehan @ Rahul born and brought up in Firozabad, Uttar Pradesh and studied up to 7th standard in Govt. School. He belongs to a middle-class family. After leaving his studies, he came in contact with bad elements of the area and started smuggling of weapons from Madhya Pradesh. As Samsu Khan is still wanted in illegal arms case of ATS, UP police so he is living in Hoogly, West Bengal and was running his cartel with the help of social media and occasionally visiting his native place Firozabad, UP.  He procures FICN from his associate of Siwan Bihar and using it in illegal arms trafficking. Further investigation in this connection is still going on.

Further Investigations regarding connection between FICN and illegal arms trafficking is going on.  Efforts are being made to identify and apprehend additional conspirators & cartel members and to trace the full supply chain of these deadly arms.
