ONE ABSCONDING DESPERATE PROCLAIMED PERSON WANTED IN TWO ARMS ACT CASES ARRESTED BY WR-II, CRIME BRANCH.

ACCUSED IS AN ABSENT BC OF PS MANGOL PURI, DELHI

INTRODUCTION

The team of WR-II/Crime Branch has arrested one absconding criminal who was wanted in two arms act cases of PS Paschim Vihar West and PS Paschim Vihar East, Delhi. The Criminal has been identified as Ashish @ Sagar s/o Anand Prakash r/o Mangol Puri, Delhi, Age-32 years. The accused was declared Proclaimed Offender in (1) Case FIR No. 700/22 dated 06.08.2022 u/s 25/54/59 Arms Act PS Paschim Vihar West, Delhi by the Hon'ble Court of Sh. Ankit Karan Singh, LD. JMFC (West) Tis Hazari Courts, New Delhi, vide order dated 11/11/2024 and (2) Case FIR No. 78/18 dated 07.03.2018 u/s 25/54/59 Arms Act PS Paschim Vihar East, Delhi by the Hon'ble Court of Ms Bharti Garg, LD. JMFC-11 (West) Tis Hazari Court, New Delhi, vide order dated 05/06/2025. The accused Ashish @ Sagar is an active criminal and an absent Bad Character of PS Mangolpuri, Delhi.

INFORMATION, TEAM & OPERATION

On 17/07/2025, a secret information was received to HC Pawan Hooda and Ct Manoj that one fugitive criminal namely Ashish @ Sagar, who is wanted in an arms act cases of PS Paschim Vihar West and PS Paschim Vihar East would come to meet his associate at around 10:45-11:00 am near Shiv Mandir, J-Block, Mangol Puri, Delhi.

A team of Insp Pawan Singh, comprising of SI Ravinder Singh, HC Pawan Hooda and Ct Manoj under the close supervision of Sh. Rajpal Dabas, ACP/WR-II was constituted by Sh. Harsh Indora, DCP/Crime-III to nab the criminal. Team member SI Anuj Chhikara and HC Ravinder mounted technical surveillance and zeroed the location of the accused. Accordingly, a trap was laid by the team at Mangolpuri and accused was apprehended.

BRIEF FACTS OF CASES:-

(1) On 06.08.2022, local police were present on area patrolling duty in the jurisdiction of PS Paschim Vihar West, while patrolling from Peeragarhi towards Udyog Nagar Metro Station via the service road on Rohtak Road, they noticed a suspicious person standing behind a tree near ICICI Bank, a little before Udyog Nagar Metro Station. On seeing the police party, he tried to hurriedly walk away towards Udyog Nagar Metro Station, which raised suspicion. Local Police chased him for about 10–15 steps and successfully apprehended him. On enquiry, he revealed his name and address as Ashish @ Sagar s/o Late Sh. Anand Prakash R/o Mangolpuri, Delhi. On conducting his personal search, one illegal button-operated knife was recovered from the right pocket of the jeans he was wearing. In this regard case FIR No. 700/22 dated 06.08.2022 u/s 25/54/59 Arms Act PS Paschim Vihar West was registered and accused arrested in the present case.

(2) On 03.01.2018, local police was out in the area of Delhi in connection with the investigation and search of accused and stolen property in case FIR No. 25/18 u/s 379/392/34 IPC PS Paschim Vihar East. A secret informer met and who disclosed that one of the persons involved in the mobile snatching incident dated 03.01.2018 near Peeragarhi Chowk would again be coming to Peeragarhi Chowk today with the intention of committing another similar crime. Acting promptly on this information, the informer and team, took position near Kali Mata Mandir on the service road at Peeragarhi Chowk. At about 08:15 PM, the informer pointed towards a person coming from Peeragarhi side, identifying him as one of the culprits of the earlier snatching case. Upon this, they apprehended the person. On enquiry, he disclosed his identity as Ashish @ Sagar s/o Anand Prakash R/o Mangolpuri, Delhi. On his cursory search, one button-actuated illegal knife made of steel was recovered from the right pocket of his pants. The knife was found to open and close using a steel button, and the word “Stainless” was engraved on the blade.

INTERROGATION AND PROFILE OF ACCUSED:-

Accused Ashish @ Sagar, was born in Shakarpur, Delhi. He received education up to the 5th standard. After the death of his father, he fell into bad company and developed addictions to substances such as smack and alcohol. Subsequently, he indulged in criminal activities and became involved in theft. During trial, he evaded court proceedings and subsequently declared Proclaimed person by the Hon’ble court. He was working as an E-rickshaw driver to conceal his identity.
