WANTED CRIMINAL INVOLVED IN ATTACK ON POLICE & ROBBERY CASE INJURED IN ENCOUNTER BY TEAM OF ANTI-NARCOTICS EAST & SPECIAL STAFF EAST DISTRICT AND ONE SOPHISTICATED FIREARM, STOLEN MOTORCYCLE RECOVERED

BRIEF:-
       A wanted criminal, Khem Chand, previously involved in violent attacks on police teams and a robbery case, was injured in a police encounter during a late-night joint operation conducted by the Anti-Narcotics Squad East District and Special Staff East District.
 
INCIDENT:-
On the intervening night of 17-18 July 2025, at around 05:30 AM, two police personnel — ASI Md. Qasim and CT Krishanpal of PS PIA, while on routine ERV patrolling duty, noticed three suspicious men on a TVS Apache motorcycle (No. UP13AMXX) riding against traffic on Service Road No. 56, T-Point Meerut Road, Opp. ISBT Out Gate, Anand Vihar, Delhi. Upon being stopped for verification, the suspects launched a sudden and violent attack on the police team using batons from the police vehicle, causing severe head injuries to both officials. They snatched ASI Qasim’s mobile phone, wallet, official documents, and cash before fleeing the scene. The suspects abandoned their motorcycle and a baton used in the attack. With assistance from HC Sachin of Maharajpur Picket, the injured were rushed to LBS Hospital, Khichripur for medical aid. A case was registered under FIR No. 421/2025, PS PIA u/s 121(1)/221/132/309(6)/3(5) BNS based on ASI Qasim’s statement, medical reports, and site inspection. A crime team was called for forensic examination and an intensive investigation was launched.
 
INVESTIGATION & OPERATION: -
     Realizing the sensitivity of the case, two dedicated teams were formed under the overall supervision of the undersigned:
 
? Team A (Anti-Narcotics Squad): SI Rahul Monga, HC Amit, HC Pradeep, HC Ashok, HC Harender, HC Lakhan, led by Insp. Arun Kumar under the supervision of ACP Operations.
? Team B (Special Staff East): HC Sanoj, HC Vishal, HC Himanshu, HC Shalinder, HC Vichitre, led by Insp. Jitendra Malik under the supervision of ACP Operations.
 
The investigation was carried out under the overall supervision of the undersigned. CCTV footage, ANPR data, and technical surveillance were thoroughly scanned to identify the accused.
On 21.07.2025, acting on specific information received by Insp. Arun Kumar, it was learned that Khem Chand, a notorious criminal involved in attacks on police personnel and armed robberies, was planning another major offence and would be visiting the Paper Market area around 12:00–12:15 AM to meet his associates. A joint raiding team was swiftly deployed and strategically positioned near the suspected spot. Upon being spotted, Khem Chand was directed to surrender. Instead, he impersonated a police officer and tried to flee. When cornered again, the accused opened fire on the police team. In self-defence, the police team retaliated, resulting in injury to the accused. He was immediately shifted to LBS Hospital, Kalyan puri for treatment. The PCR unit and Crime Team were informed, and further legal action is in process. Further investigation is underway to identify and apprehend remaining associates.
The operation reflects the dedication, prompt action, and bravery of East District Police in the face of grave danger, ensuring that no criminal act against law enforcement will go unpunished.

Involvement: - 15 Criminal Cases.
Addiction/Lifestyle/ Psychological/Behavioral Notes: -
Chronic user of alcohol and smack, substances often sourced from the Seelampur slum areas. The accused’s prolonged substance abuse indicates a deep-rooted dependency that likely influenced his criminal behavior. Leads a transient lifestyle, often residing on railway platforms, particularly Shahdara and Ghaziabad stations. In order to avoid suspicion or detention by railway police, he would routinely purchase platform tickets, disguising himself as a genuine commuter. The accused has shown signs of identity confusion or disillusionment, requesting to change his name to Javed S/o Abdul Wahab, possibly to mislead authorities or reflect a perceived detachment from his criminal past.
 
MOTIVE OF THE ACCUSED: -
 
During sustained interrogation, accused Khemchand @ Sameer revealed that his primary motive behind committing repeated crimes, including robbery, stemmed from his deep-rooted addiction to drugs (smack and alcohol) and the need to sustain his drug habit and livelihood. He had been living a nomadic, criminal lifestyle, sleeping on railway platforms and surviving through petty thefts, eventually escalating to organized snatching and robbery in association with other habitual offenders. His desperation to avoid re-arrest and fear of returning to jail led him to resort to armed assault on police personnel during the encounter.

Modus Operandi: -
Used a stolen motorcycle and often carried a country-made pistol purchased from an unidentified person (Sunil) for intimidating victims and ensuring personal safety during crimes
