METHODS AND PROCEDURES ADOPTED BY FINGER PRINT BUREAU UNIT OF CRIME BRANCH RECOGNIZED BY QUALITY CONTROL CERTIFICATION.

INTRODUCTION OF FPB/CRIME BRANCH:

Initially, fingerprint-related work for the Delhi Police was managed by the Finger Print Bureau in Phillaur, Punjab. While this arrangement served its purpose, the process of obtaining fingerprint results was often time-consuming and challenging for Investigating Officers. Recognizing the need for a more efficient and streamlined system, the establishment of an independent Finger Print Bureau for the Union Territory of Delhi was proposed.

In response, a full-fledged Finger Print Bureau was set up in 1983 at the Old CRO Building, Sector-8, R.K. Puram, New Delhi. This dedicated unit operates under the administrative control of the Delhi Police and is headed by a Director (ACP/FPB), supported by a trained and specialized staff. The first batch of fingerprint cadre personnel joined in 1985, marking the beginning of expert, in-house fingerprint analysis in Delhi.

Today, the Finger Print Bureau (FPB) of Delhi Police is a vital and specialized wing under the Crime Branch. It plays a pivotal role in criminal investigations by scientifically analyzing fingerprints to help identify suspects and link them to crime scenes. The Bureau maintains an extensive fingerprint database of over five lakh criminals in the National Capital Territory of Delhi.

To ensure accurate and timely results, the FPB uses advanced forensic techniques such as fingerprint powder and ultraviolet light to lift latent prints from crime scenes. These prints are then matched against the existing database using cutting-edge applications and software, including AFPIS (Automated Fingerprint Identification System), NAFIS (National Automated Fingerprint Identification System), and CRIS (Crime Record Information System).

Since the launch of NAFIS by the Hon’ble Home Minister of India in September 2022, the Bureau’s capabilities have been significantly enhanced. The system has greatly improved the identification of chance prints, leading to the successful apprehension of numerous criminals across Delhi. The integration of modern technology with traditional expertise has made the Finger Print Bureau an indispensable part of Delhi Police’s crime-solving mechanism.

THE FOLLOWING ACTIVITIES ARE ALSO PERFORMED BY FPB/CRIME BRANCH:

  1. Capturing of finger/palm print of arrested as well as convicted persons at District/Units/Courts Dossier Cells.
  2. Editing, analysis and search of received finger print/palm slips received from Distt./Units/Courts for getting previous antecedents of accused for further submission in law of courts through concerned I.O.
  3. Editing, analysis and search of lifted chance prints from scene of crime received from District Mobile Crime Teams (DMCT) to get the details of involved criminals to link with the crime.
  4. Proper operation of modern applications like AFPIS/NAFIS/Cr.P(I) System which are monitored by Finger print Bureau from Centralized location i.e. Golden Park, Rampura, Punjabi Bagh, New Delhi-110035.  These applications are installed in Districts/Units and Courts and the data are transferred to cyber highway connection in a web-based system.
  5. All the District Mobile Crime Teams are regularly monitored and guided by Director/FPB to use modern gadgets for examination of scene of crime for lifting of good quality exhibits.
  6. Imparting training and refresher course for Delhi Police personnel/men, probationers, LEAs etc. regularly at Finger Print Bureau.

ACHIEVEMENTS:

Since the establishment of Finger Print Bureau, Crime Branch (in 1983), thousands of cases have been traced with the help of lifted chance prints and link the crime with criminals. A large number of search slips of arrested as well as convicted persons have also been updated in the National based database i.e. NAFIS to access the previous antecedents of accused through modern applications. 

In the last three years, FPB team has solved many cases as mentioned below in different heads of crime:

Under the guidance of Shri Sanjay Arora, IPS, Commissioner of Police, Delhi, & senior officers of Crime Branch, Finger Print Bureau has solved many heinous crimes which are mentioned above and help the I.O. to nab the involved criminals in a very short period.  In the month of January-2025, NCRB has also appreciated for the detection of higher number of cases by Delhi Finger Print Bureau in the meeting of All India Director’s conference held at NCRB, Delhi. The above action shows the dedication, professionalism and hardworking nature of this unit.

CERTIFICATION BY QUALITY CONTROL CERTIFICATION UNDER THE ACCREDITAION OF INTERNATIONAL FORUM QMS-004 (EAS):

In view of the continuous achievements, excellent performance of last many years of hard work done by this unit to detect the crime, the team of Finger Print Unit of Crime Branch decided to obtained the standardization of its work from international organization (EAS). Methods, Procedure, Processes and Technicalities used by the FPB, Crime Branch, in its working were formalized and documented.

The team under Sh. Harsh Indora, IPS, DCP/Crime Branch, Sh. Sanjay Kumar Jha, Director/FPB worked relentlessly for last one month to create Quality management system (QMS), prepare documentation and other tasks under the close supervision of senior officers. The team was successful in standardization of process and procedures of functioning and later documentation of the same.

Thereafter, the QCC official teams performed audits regarding the work process and procedure followed by FPB Crime Branch, Delhi Police, apart from inspection of records and also interacted with the finger print Experts posted at FPB Crime Branch.

The certification provides a framework to consistently deliver services that meet court and regulatory requirements. This will improve the quality and legal value of evidence which, after due judicial appraisal, is expected to improve the rate of conviction, which is one of the key objectives of the New Criminal Laws.

After thorough audit of the process and the procedure and documentation, the Quality Control Certification granted ISO-9001:2015 certificate to the Finger Print Bureau Unit.
