What if this content reaches your own children?— NCW Chairperson to ULLU App Management during the hearing

The National Commission for Women has issued a notice to the management of OTT platform ULLU App and the host of its program “House Arrest”, Mr. Ajaz Khan, in light of highly obscene and degrading content targeting women. The Commission took suo moto cognizance of the disturbing visuals circulating online, raising grave concerns over the objectification of women and the growing culture of misogynistic narratives in digital media disguised as entertainment.
Mr. Avinash Dugar, CEO of ULLU App, and Ms. Priyanka Chaurasia, Head of Operations, appeared before Hon’ble Chairperson Smt. Vijaya Rahatkar. In a stern message, the Chairperson reminded them of their moral and social responsibility as content producers, particularly in a digital era where children and young adults are vulnerable to such unchecked material.
“The impact of such programs must not be measured by the rise in followers or monetary profits. Instead, it must be evaluated against the erosion of moral and cultural values and the psychological effect on women and children. Ask yourselves — what if such content knocks on the doors of your own homes, reaches your own children?”
The Commission raised serious concerns and posed direct questions to the platform’s management, stating that:
* The show House Arrest appears to be an original production of ULLU App, indicating the platform’s full knowledge and approval of its nature, gravity, and scope. By choosing to broadcast such content, the platform is equally responsible and liable as producers for the content’s impact.
* In public interviews, the management has acknowledged the nature of such content, citing audience demand as justification. The Commission questioned whether this approach, prioritizing viewership over ethics, does not risk violating public morality, disrupting public order, and corrupting the minds of viewers—especially degrading women’s status in society.
* The Chairperson firmly stated that there is a blurring line between entertainment and exploitation, and House Arrest is a clear example of the latter—promoting sheer exploitation of women under the guise of entertainment.
* The Commission expressed strong concern over the general content profile of the App, which appears to glorify incest, objectification of women, and soft pornography, all of which could have a devastating psychological impact on young, impressionable minds.
* It was observed that not only House Arrest but many other programs on ULLU App exhibit deeply disturbing and degrading content, prompting the Commission to consider serious regulatory action, including a recommendation for banning the platform entirely.
* The Commission also noted that the platform may be in gross violation of legal provisions, having aided and abetted the intentional transmission of obscene and lascivious content through its digital distribution
The Chairperson directed the platform to submit a comprehensive impact assessment report on the societal implications of such content and to outline corrective measures to prevent the proliferation of sexually explicit, exploitative material.
Despite being summoned, Mr. Ajaz Khan failed to appear before the Commission today, 9th May 2025. Taking serious note of his non-compliance, the Commission has issued a second notice, which will now be served through police authorities.
The NCW reiterates its zero-tolerance stance on the exploitation and objectification of women in media and will continue to hold platforms and individuals accountable for content that undermines the dignity and safety of women and children in India.
