STRINGENT ACTION AGAINST NARCO-OFFENDERS & ORGANIZED CRIME UNDER OPERATION KAVACH-8.0

? N A SERIES OF COORDINATED AND TARGETED ACTION, 139 NARCO-OFFENDERS WERE ARRESTED IN 133 NDPS CASES, RESULTING IN THE RECOVERY OF A SUBSTANTIAL QUANTITY OF DRUGS. 90.3 GRAMS OF HEROIN, 25.9 KG OF GANJA, 3.32 GRAMS OF COCAINE, & 4.63 GM MDMA, 20.08 GRAMS AMPHETAMINE & 12 BUPRENORPHINE TABLETS.
? ADDITIONALLY, 217 CASES REGISTERED UNDER DELHI EXCISE ACT, WITH ARREST OF 224 INDIVIDUALS & 125 BEER BOTTLES AND 158 BEER CANS, 47476 QUARTERS OF ILLICIT LIQUOR SEIZED. 159 PERSONS WERE ARRESTED UNDER 40 DELHI EXCISE ACT. 
? BESIDES, 30 PERSONS ARRESTED IN 29 ARMS ACT CASES WITH RECOVERY OF 06 SEMI AUTOMATIC PISTOLS, 02 COUNTRY-MADE PISTOLS, 07 LIVE CARTRIDGES, 03 MAGAZINES & 23 KNIVES.

Under the leadership of Hon’ble Prime Minister Shri Narendra Modi, the Government of India is vigorously pursuing a policy of 'Zero Tolerance' against Narcotics drugs. The Hon’ble Union Home Minister Shri Amit Shah has also exhorted to eliminate the drug menace and has repeatedly stressed upon to take the strongest possible measures for narcotics detection and demand/harm reduction. The same is being sincerely implemented by Delhi Police under the guidance of Commissioner of Police Shri Sanjay Arora.
While continuing drives against drug traffickers/suppliers active in Delhi, Delhi Police is taking very stringent action against drug mafias through a unique periodical operation “Operation Kavach”, conducting focused, sustained & intensive operations at regular intervals against the drugs trafficking networks.
Besides, to crack down on drugs, various operations and campaigns are being run by the districts and specialised units of Delhi Police. 
To eradicate the drug menace from society, all concerned have been directed to take strong effective action against the narco-offenders, in order to achieve the target of "???????? ????".
During the current year (till 15.06.2025), Delhi Police has arrested 1439 Narco-offenders in 1127 NDPS cases and recovered about 38 kgs of heroin/smack, 3118 kgs of Ganja, 269 kgs of Opium, 33 kgs. of Charas, etc.
OPERATION KAVACH
To tackle the menace on all fronts, a joint and sweeping operation (OPERATION KAVACH) was started all over Delhi in the month of May, 2023 to focus on identifying and apprehending individuals, involved in the trafficking and distribution of narcotics. During this operation, it was decided to target both street-level peddlers and high-level traffickers/smugglers and to have both top to bottom and bottom to top approach, to effectively counter drug trafficking by unearthing all forward/backward linkages. Till now, total 07 operations under ‘Kavach’ had been conducted and during these operations, significant quantity of drugs was seized with the arrest of many drug offenders.
OPERATION KAVACH 8.0
A ruthless zero tolerance approach against drugs and drug traffickers is being adopted by Delhi Police. Taking forward this drive, as per direction of CP, Delhi, action for coordinated raids on narco-offenders was planned. 350 police teams  from all Police Stations of 15 Districts, including the Crime Branch & Special Cell were constituted to carry out the operations. Information was developed through human intelligence as well as technical analysis. These teams chose potential targets to perform simultaneous raids. After sincere and painstaking efforts, these simultaneous operations were effectively executed all across Delhi.
During these coordinated raids spread over 24 hrs, (started at 1800 hrs on 18.06.2025 from and lasted till 1800 hrs of 19.06.2025), various teams of Delhi Police took stringent action against narco-criminals under "Zero tolerance policy" and for the implementation of “Operation Kavach-8.O”. Raids were conducted at 1040 locations in all 15 Districts of Delhi.
During these raids, 139 narco-offenders have been arrested in 133 NDPS cases, resulting in the recovery of a substantial quantity of drugs. 90.3 Grams Of Heroin, 25.9 Kg Of Ganja, 3.32 Grams Of Cocaine, & 4.63 Gm MDMA, 20.08 Grams Amphetamine & 12 Buprenorphine Tablets were seized. Additionally, 217 cases were registered under the Delhi Excise Act, with the arrest of 224 individuals and 158 cans of Beer, 125 Beer bottles & 47476 Quarters of illicit liquor. Moreover, 30 persons were arrested in 25 Arms Act cases with recovery of 06 Pistol, 02 Country-Made Pistols, 07 Live Cartridges, 03 Magazines & 23 Knives. Also, 55 Persons with recovery of ? 25,592 Cash were arrested in 28 cases Of Gambling Act. 159 persons were arrested under 40 Delhi Excise Act. 
Furthermore, 5682 individuals were taken into preventive custody and 494 vehicles also seized U/s 66 DP Act. Two Proclaimed Offender and one Auto Lifter arrested. 
ACTION UNDER COTPA ACT:
Further 2031 Violators prosecuted under the COTPA. One person arrested in case Under COTPA, with recovery of 08 cartons of prohibited cigarettes in 6 Bags with 16,700/- Cash.
GROUND LEVEL IMPACT
The purpose of this drive was to take targeted action on the supply side (drug smugglers). This joint operation is a significant step in efforts of Delhi Police to combat the drug trade and save our youth. ‘Operation Kavach’ have unsettled the peddlers dealing in drugs and bootleggers and caused a terror in their minds of surprise raids, resulting in significant drop in supply of drugs. As per ground level inputs, it has been revealed that most of the big drug traffickers have become underground, because of the strict police action. Besides, now, major players are avoiding bringing commercial quantity in Delhi. It is learnt that they have made storehouses outside the city. Busting of a Nigerian racket with large quantity of contraband by Noida Police is a case in point. Ganja was earlier used to be mainly brought in large quantity through trucks. Now, they are shifting to sending in smaller quantities through cars, LMV, trains. Moreover, they have also started using ladies and children, to camouflage as if a family is travelling, to avoid detection by police on route.
MAJOR SEIZURES/ARRESTS
OPERATIONS:
1) Upon receiving of secret information, one Ekanjot Singh Sandhu, s/o Jitendra Singh Sandhu, r/o Sardulgarh, Mansa, Punjab, aged about 18 and a half years, has been arrested along with 04 semi-automatic sophisticated pistols and 03 extra magazines (02 pistols of .30 bore and 02 of .32 bore) vide FIR No 531/25 dated 19.06.2025 U/S 25(8) Arms Act PS Okhla Indl. Area (South East District). These pistols were procured from near village Dariyapur, Burhanpur, MP, on the directions of one Babbu Dalema r/o Dalema Mansa Punjab, using WhatsApp on a virtual number, which were to be handed over to a person namely paramjeet singh @pamma bhikhi, who is an associate of top gangster of Punjab Sukhdool singh gill @ Sukha duneke connected to Arsh Dalla (Anti- Lawrence Bisnoi gang ). In year 2023 Sukha Dukene was killed in Canara by Lawrence Gang. Further investigation is ongoing.
2) A secret information regarding one person having illegal firearms with the intention to commit the crime, received through a secret informer. A raiding party was constituted and deployed to the Delhi Vishwa Vidhyalaya Metro Station Delhi and on the instance of secret informer one accused namely Sachin @ Hemu S/O Shyam Lal r/o Majnu Ka Tilla, Civil Lines, Delhi, age-26 years, was apprehended with one Desi Automatic Pistol with Four live cartridges. Accordingly, a case vide FIR No. 154/25 DT. 18.06.2025 U/S 25/54/59 Arms Act, was registered by AATS/North at PS Maurice Nagar, Delhi.
3) FIR No. 147/2025, dated 19.06.2025, U/s 4/7 The Prohibition of Electronic Cigarettes Ordinance Act, 2019, PS Crime Branch, Delhi.
A team of ISC, Crime Branch under guidance of ACP Sh. Ramesh Chander and under supervision of DCP Sh. Aditya Gautam, raided at a Paan shop located at B-6 Market, Safdarjung Enclave, Delhi, and recovered 469 prohibited E-cigarettes (approximate market value ?9,38,000). Accused used to sale the E- Cigarettes around Rs. 2000 on a margin of Rs. 700
 
4) Case FIR No. 148/25 dated 19.06.2025 U/S 140 BNS & 33/38 Delhi Excise Act, P.S Crime Branch. 
A team of AHTU, Crime Branch caught one accused Nishan, S/o Gajjan Singh, resident of Narala, P.O. Khalra, District Tarn Taran, Punjab, aged 50 years with Bolero Tempo from Rasoolpur More, near Mundka, Delhi and 151 boxes containing 7,550 quarters of illicit liquor of different brands were recovered. 
 
5) Case FIR No. 149/25 dated 19.06.2025 I/S 33/38/58 Excise Act, P.S Crime Branch. 
A team of Cyber Cell, Crime Branch under guidance of ACP Sh. Anil Sharma and under supervision of DCP Sh. Aditya Gautam, successfully intercepted a small van (Chota Hathi) from the area of near Madipur barat Ghar, Delhi & recovered 200 cartons (10,000 quarters) of illegal liquor. 
6) FIR No. 151/2025, dated 19.06.2025, u/s 7/20 COTP Act, PS Crime Branch, Delhi.
A team of ISC, Crime Branch under guidance of ACP Sh. Ramesh Chander and under supervision of DCP Sh. Aditya Gautam, raided at the godown of Mohd. Asad at Katra Hussain, Farsh Khana, Delhi-06, During the search of the godown, the team recovered 11 cartons of prohibited cigarettes (Esse Lights) and 06 bags containing prohibited cigarettes of various brands (Esse Lights, Gold, Paris, Dunhill, Pine, etc.) In total, 148,200 banned cigarettes of different brands were seized as per the legal procedure.  
 
7) FIR No. 152/2025, dated 19.06.2025, u/s 7/20 COTP Act, PS Crime Branch, Delhi.
A team of ISC, Crime Branch under guidance of ACP Sh. Ramesh Chander and under supervision of DCP Sh. Aditya Gautam, raided and recovered 8.560 packets (469 e-cigarettes and 1,71,200 prohibited foreign cigarettes). None of the cigarette packets bore the mandatory health warnings issued by the Ministry of Health & Family Welfare, GoI. Above cigarette packets were seized in accordance with legal procedures and taken into police possession through proper seizure memo.
 
This Operation ‘Kavach 8.0’ underscores Delhi Police’s commitment for combating narcotics trafficking. Operation Kavach is primarily intended to save the youth and children from the menace of drugs.  Although the focus is to take stringent action on the supply side (drug traffickers/peddlers/smugglers), it is also appealed to all sections of the society to create awareness and reduce the demand of drugs. The parents, family members and teachers, besides the social workers, are specially requested to sensitise the youth about the grave consequences of drug addiction and prevent them from falling prey to this deadly evil.
All Jt. CsP & Addl. CsP, Ranges, Addl. CP, Special Cell, All DCsP Districts, Special Cell, Crime Branch of Delhi Police supervised their teams during this operation. The entire operation was closely supervised and coordinated by Sh. Surender Singh, Jt. CP/Crime, Sh. Mangesh Kashyap, Addl. CP/Crime and Sanjeev Kumar Yadav, DCP, ANTF, Crime Branch.
