Telangana introduces special fire safety norms for data centres, mandates suppression systems
HYDERABAD With data centres emerging as critical infrastructure requiring uninterrupted power and cooling, the Telangana Fire Department has introduced specialised fire and life safety guidelines that prescribe dedicated protection systems for server halls, battery rooms and other high-risk areas. Applicable from November 6 The new guidelines, issued by Director General of Fire Services Vikram Singh Mann through a circular dated October 28, 2026, will apply to applications for provisional Fire No Objection Certificates (NOCs) submitted on or after November 6.
The department said the norms were intended to speed up clearances for data centre projects while addressing their specific fire safety requirements. Fire risk factors Unlike conventional business buildings, data centres house extensive server and storage systems alongside UPS units, batteries, transformers, generators, fuel storage and cable networks. These installations create distinct fire risks and require specialised preventive and emergency response measures.
Equipment and systems Under the guidelines, administrative areas must have automatic sprinkler systems, while technical areas must be equipped with suitable water-mist or clean-agent gas suppression systems. The norms also prescribe fire detection and alarm systems, compartmentation, firefighting shafts, wet risers, refuge areas, and adequate firefighting water storage and pumping facilities.
Battery rooms, UPS rooms, transformer rooms and switchgear rooms will receive particular attention, with requirements covering fire risk assessments, ventilation, fire-rated separation and emergency shutdown arrangements. Fuel storage and other high-risk areas must also have appropriate protection. Fire detection and suppression systems have to be integrated with relevant building management and emergency systems, as per the guidelines.
Data halls and other critical areas must be kept free of accumulated combustible materials such as cardboard, packaging, wooden pallets and waste. Specific provisions have also been laid down for basements and the protection of critical infrastructure. The department said the norms took into account the comparatively smaller number of people present in data centres than in conventional business buildings.
Scrutinising officers were directed to verify compliance with approved fire safety designs and the prescribed conditions while processing applications. The department said the initiative was aimed at strengthening fire prevention and emergency preparedness while supporting the government’s priority of attracting data centre investments and facilitating faster clearances. The guidelines are available on the Telangana Fire Department website,
